Its inhabitants are of Persian descent and speak a dialect of Persian called Tati of Caucasus. The word Siyazan is related to the Persian word ???? Siyah (black). (From Wikipedia, the free encyclopedia.) Azerbaijan - a nation with a Turkic and majority-Muslim population - regained its independence after the collapse of the Soviet Union in 1991.
